State Auditors

The State of Connecticut has two state auditors, making it unique among other state auditing agencies. Connecticut's audit function has been performed by two state auditors not of the same political party since our office's origin in colonial times.

John C. Geragosian has served as one of the State of Connecticut's two state auditors since January of 2011.

During his tenure, the Auditors of Public Accounts (APA) converted to a paperless auditing system and developed a comprehensive intranet platform to assist and inform APA employees. Geragosian changed the office's peer review to the comprehensive National Association of State Auditors, Comptrollers, and Treasurers (NASACT) program. He worked to create and expand the office's Performance Audit Unit. He also continues to enhance the office's use of technology to conduct audits and oversight of state information technology systems.

Geragosian partnered with Connecticut's other state auditors (Robert Ward, Robert Kane, Clark Chapin, and Craig Miner) to increase the office's interaction with the Connecticut General Assembly to assist legislators as they enact public policy. In 2018, the legislature passed a law based on three audits that changed the system of special education contracting, oversight, and payments to private providers that contract with municipalities and the state. In 2020, the office released an audit of the Department of Social Services (DSS) and its non-emergency transportation vendor (Veyo). The audit report contained 59 recommendations to improve the program and ensure the state received its contracted services. As a result of the audit, DSS and Veyo renegotiated their agreement and changed policies and procedures to address nearly all the audit's recommendations.

In August of 2025, the NASACT membership elected Geragosian First Vice President of the NASACT Executive Committee. He served as Second Vice President in 2024. He also received the NASACT President's Award at the 2023 NASACT Annual Conference. The award recognized Geragosian for his efforts as National State Auditors Association (NSAA) president and his role in the association's efforts to improve cooperation with federal agencies and officials as state auditors took on additional work overseeing pandemic and other federal funds.

Geragosian is a member of the NASACT Executive, Budget, Governance, Personnel, Strategic Planning, Hall of Fame Selection (chair), Time and Place, and Training & Professional Development committees and the NASACT FAF/GASB/GASAC Selection Task Force. He is also a member of the National State Auditors Association Annual Meeting Program and Human Resources committees.

Geragosian was NSAA president from June of 2022 until June of 2023. As president, he was one of the state auditor representatives on the NASACT Executive Committee, chairing the NASACT Constitution & Bylaws Committee.

Prior to his appointment as state auditor, John was elected to the Connecticut House of Representatives for 16 years. Elected in November of 1994, he represented the 25th Assembly District in New Britain and Newington. In 2010, the Speaker of the House appointed John co-chair of the Appropriations Committee.

Prior to serving in the legislature, Geragosian was elected to two terms as Alderman in the City of New Britain from 1989 to 1993.

He is a graduate of the University of Connecticut with a degree in Political Science.

Geragosian is a lifelong resident of New Britain, where he lives with his wife, Audrey, and daughter Molly.

Craig A. Miner was appointed to serve as one of Connecticut's two state auditors in April, 2024.

Prior to his appointment, Miner served three terms (2017-2022) in the State Senate representing the 30th District after eight terms serving the people of the 66th House District. The 30th State Senate District is the largest geographically in the state comprising the communities of Brookfield, Canaan, Cornwall, Goshen, Kent, Litchfield, Morris, New Milford, North Canaan, Salisbury, Sharon, Torrington, Warren, and Winchester.

As a state senator, Miner was the Republican Ranking Member on the legislature's Appropriations and Environment Committees. In addition, Miner served on the Regulation Review Committee and Screening Committee, where he served as chairman.

Miner also served national organizations. He served as Connecticut's legislative representative on the 15-state Atlantic States Marine Fisheries Commission, a cooperative aimed at protecting and managing marine fisheries within state jurisdiction. He belonged to the National Assembly of Sportsmen's Caucuses and co-chaired the Connecticut Sportsmen Caucus.

Prior to his election to the Connecticut General Assembly, Miner served as First Selectman of the Town of Litchfield from 1991 to 2001His administration successfully promoted open government and maintained a stable tax base throughout the 1990s.

Miner's extensive public service background also includes serving on the state's Sheff vs. O'Neill panel, E911 Commission which advises in the planning, design, implementation, and coordination of the statewide emergency 9-1-1 telephone system, and as chairman of the Litchfield Hills Council of Elected Officials. Since 1977, he held sales and management positions in several local automotive dealerships. He also owned and operated the Litchfield Filling Station from 1989 to 1998.

He is married to his wife, Margy, and resides in Litchfield. He has three children and four grandchildren.
